Schematic Hierarchy from the Bottom Up

When creating an Allegro HDL Hierarchical Schematic, it is worth spending a fair amount of time planning the hierarchical Structure.

Once the Structure is in place, the CadEnhance PartBuilder, CE-HDL and the packageAssistant work best if you create the design from the bottom up.

To do this, we create a top_level design, and create empty Hierarchical blocks
